BOARDWALK AT MERCER CROSSING – EXECUTIVE SUMMARY

Operational deterioration and valuation disconnect present acute near-term risk. Google ratings collapsed 120 basis points in six months (4.7→3.5), driven by parking and pest control failures clustering in the past quarter—signaling either management breakdown or property condition issues that directly threaten the 10.1% vacancy rate and $95.0M valuation. The property is priced at a 4.76% cap rate despite normalizing NOI per unit ($10.7K) well below the $189.9K submarket benchmark, implying the market has already baked in operational recovery; without rapid remediation of resident satisfaction, this premium pricing becomes indefensible.

Demographically, the asset is well-positioned but narrowly focused: the 3-mile radius supports $1.8K rents against $94.6K median HHI with a healthy 21.6% affordability ratio, yet 47.3% of households earn $100K+, concentrating demand in an upper-middle-income renter pool rather than essential workforce. The unit mix (48.8% one-bedrooms, 3.8% three-bedrooms) and $1,796 average rent skew decidedly toward DINK renters, limiting addressable market breadth.

Zero pipeline construction removes near-term supply pressure, but submarket vacancy trends suggest underlying demand weakness unrelated to new deliveries—a headwind that becomes material if Boardwalk's resident satisfaction crisis dampens leasing velocity further.

Recommendation: Watch-list pending operational audit. The property requires immediate assessment of pest control/parking remediation and leasing office staffing consistency. If recent one-star clustering reflects reversible operational gaps rather than structural property condition, the 10.1% vacancy and pricing premium create acquisition upside for an operator with strong turnaround capabilities. However, if complaints reflect endemic physical condition issues (roach infestation tied to lake proximity, aging systems), the $95.0M asking price is indefensible and this becomes a pass.

Interior Finishes & Renovation Status

The property underwent a primary renovation wave in 2016–2020 (27 observations), positioning it solidly as Class B+ with strong value-add completion. Kitchens feature granite or quartz countertops (22 of 24 observations), modern slab cabinetry in gray or dark finishes, and standard-to-mid-range stainless steel appliances—classic post-2016 builder finishes rather than premium. Bathrooms show speckled gray granite vanities and dark cabinetry reflecting the same era. Paint remains fresh across 33 observations versus only 2 with peeling, indicating minimal deferred maintenance. However, a secondary cohort of 2010–2015 renovations (13 observations) suggests incomplete or phased repositioning, creating inconsistency in unit-level appeal.

Physical Condition & Class Positioning

Excellent condition in 37 of 100 photos with vinyl plank flooring dominant (25 observations) signals well-maintained common areas and interiors. Exterior views confirm contemporary mid-rise architecture with mixed stone and brick cladding, and amenities—resort-style pool with decorative pavers, modern fitness center, pergola pavilion—meet or exceed Class B expectations. The 424-unit mid-rise configuration at Mercer Crossing (2017 stabilized) lacks deep value-add upside given finish-level saturation; future returns depend on operational efficiency and rent growth rather than capex-driven repositioning.

AI Analysis

Boardwalk at Mercer Crossing faces a location-demand mismatch. With a Walk Score of 30 and Transit Score of 26, this 424-unit asset is fundamentally car-dependent in a suburban Dallas market where alternative mobility commands minimal tenant value—yet the $1,796/mo. average rent positions it competitively with urban-proximate properties. The Somewhat Bikeable designation (38) offers minimal differentiation. This pricing assumes either strong employment center proximity or amenity density that isn't evident in the walkability metrics, creating downside risk if tenant demand shifts toward transit-accessible or higher Walk Score corridors.

Zero nearby construction poses no near-term supply headwind to Boardwalk at Mercer Crossing, but the submarket's deteriorating vacancy trend suggests underlying demand weakness unrelated to new deliveries. The two permits in the pipeline (3434 Hidalgo in early review, 2250 Connector in inspection phase) lack unit counts and timelines, making their competitive threat unclear; however, their filing proximity to this property warrants monitoring if either advances to active construction. The 0.0% pipeline ratio masks execution risk—if either project delivers materially sized units within 12–18 months, the current rental environment may not absorb incremental supply.

Financial Estimates

Boardwalk at Mercer Crossing trades at a 4.76% implied cap rate—10 basis points below the 4.85% Dallas submarket average—despite a 10.1% vacancy rate that exceeds stabilized norms. NOI per unit of $10.7K sits materially below the submarket's $189.9K price-per-unit benchmark, implying this 2017 asset is priced as core-plus stabilized rather than value-add. The 45.0% opex ratio is healthy, but the 10.1% vacancy drag and $5.6K tax burden per unit explain why the property commands a premium multiple relative to normalized earnings—suggesting either strong operational upside if leasing accelerates, or a mispriced entry if market-rate occupancy proves elusive.

Rental Performance

Boardwalk at Mercer Crossing is moderately leasing but pricing below market across all unit types. The property's asking rents lag submarket benchmarks: 1-beds at $1.45M vs. $1.63M market (-11.0%), 2-beds at $2.07M vs. $2.18M (-4.8%), and 3-beds at $2.79M vs. $2.76M (slight outperformance). With 43 units on the market from a 424-unit portfolio (10.1% availability), leasing velocity appears steady, though the absence of concession data and snapshots with zero availability on 3/24 suggests inconsistent tracking. Recent lease signings (April 5-6) skew toward 2-beds ($1.91M–$2.60M median) and lower-end 1-beds ($1.34M–$1.57M), indicating pricing pressure on the value segment that may require concessions to achieve occupancy.

Demographics

Income supports asking rents, but market skews affluent rather than workforce-focused. The 3-mile radius affords $1.8K monthly rent at a 21.6% ratio against $94.6K median HHI—healthy underwriting cushion—though 47.3% of households earn $100K+, indicating this captures upper-middle and high earners rather than essential workforce. The 5-mile submarket softens slightly to 19.7% affordability ratio on $98.8K income, suggesting the property's rent positioning commands demand from a demographically compressed, higher-income renter pool rather than broad-based demand. Renter concentration drops from 67.1% to 60.8% moving outward, signaling the 3-mile urban core is genuinely rental-dependent while the 5-mile ring includes stronger ownership; this tightens the addressable market. No age cohort or employment data limits assessment of 25-34 renter demand or job growth drivers.

Unit Mix

Unit Mix Interpretation – Boardwalk at Mercer Crossing

The property is heavily concentrated in one-bedroom units (48.8% of portfolio) with a secondary concentration in two-bedrooms (22.6%), creating a young-professional-skewed asset with limited family appeal. Rent progression is clean ($1.5K → $2.1K → $2.8K across 1BR/2BR/3BR), but the acute shortage of three-bedroom units (3.8% vs. typical market norm of 8–12%) and studio (1.2%) suggests either initial underbuilding or a deliberate targeting of the dual-income-no-kids (DINK) demographic in a likely urban-infill or transit-oriented location. The 2017 vintage and rent density support this positioning, though the portfolio's narrow demographic appeal limits upside from family formations or downsizing empty-nesters.

Appraisal History

Appraisal Analysis – Boardwalk at Mercer Crossing

The property appraised at $95.0M (2025) represents 4.4% YoY appreciation, modest but stable growth for a 2017-vintage asset in a competitive multifamily market. Per-unit value stands at $224.1K, placing the asset in mid-market territory; the 6.6% land-to-total ratio ($6.3M) reflects minimal redevelopment optionality—typical for purpose-built garden-style multifamily with limited teardown economics. Single appraisal data point precludes trend analysis; recommend reviewing 2023–24 valuations to assess whether 4.4% reflects sustainable demand or temporary market tailwinds.

Google Reviews

Sharp deterioration in resident satisfaction signals operational breakdown. The 3.8 overall rating masks a 120-basis-point decline over the past six months (4.7 to 3.5), driven by a stark bimodal distribution: 129 one-star reviews versus 322 five-star reviews, with minimal middle ground. Parking availability and pest control (roaches attributed to proximate lake) dominate negative feedback, alongside inconsistent leasing office performance—some staff (Wanda, Tammy, Brooke) generate loyalty while others trigger complaints about unresponsiveness and poor policy application. The recency pattern is concerning: one-star reviews cluster in the past three months, suggesting either a recent operational change, management transition, or deteriorating property conditions that undermine the investment thesis unless remediated quickly.

This place sucks and I won’t recommend signing here. There is never any parking at night. You literally have no option unless you buy an expensive carport or garage. They need to get this in order before being able to tow. They also do not clean the hallways well. This complex is a dirty disaster and they do a terrible job at maintaining. Customer service is also bad. I cannot wait to move out of here.

Owner response

Thank you for sharing your feedback. We take all concerns seriously and strive to provide a positive experience for our residents.

At this time, we do not have a resident by the name listed in this review. However, we do see record of a vehicle that was towed due to being parked in a designated handicap space without the required tag or placard. Handicap parking spaces are clearly marked and reserved by law, and vehicles parked without proper authorization are subject to towing to ensure accessibility for those who need these accommodations.

Regarding parking availability, we understand that evening parking can be competitive at times. We offer optional reserved carports and garages for residents who prefer guaranteed parking, and we continue to monitor parking usage to maintain fairness and compliance with community policies.

We also appreciate feedback about cleanliness and customer service. Our team works hard to maintain the community, and we encourage residents to report specific concerns directly to the office so they can be addressed promptly.

We are always open to constructive communication and would welcome the opportunity to discuss any concerns directly

Brooke is AMAZING!! I toured when they opened at 9am and while they didn’t have what I was looking for she had a big smile on her face, high energy and just an all around good vibe. I recommend!

Sharon novoa ★☆☆☆☆ Jan 2026

The person who serves in the leasing office has no empathy or willingness to help the driver. It is not possible that the door of the package room was closed and her key did not work, he did not even make the effort to help me get in. She simply told me to see if the door was open from the inside. We are all working, and we deserve collaboration from both parties, because in the end the injured are the drivers and recipients of the packages by not being able to receive them for not facilitating access.
She always has the same attitude when I ask her the favor to give me access, I don’t know how they allow that

Owner response

Thank you for taking the time to share your experience. We’re sorry to hear that your interaction in the leasing office felt frustrating and unhelpful. We value respectful communication and collaboration with everyone who supports our community, including delivery drivers, and we understand how access issues can impact both drivers and residents.

Our team is expected to assist within building policies and security procedures, and we regret if this was not communicated or handled in a way that felt supportive. Your feedback has been shared with our management team so we can review the situation and ensure we are providing clear guidance and professional service moving forward.

We appreciate the important role delivery drivers play and will continue working to improve coordination and access where possible. Thank you again for bringing this to our attention.
